Energy Efficiency and Conservation Block Grants

As part of the 2009 American Recovery and Reinvestment Act (ARRA), GEFA received approval from the U.S. Department of Energy (USDOE) for the Energy Efficiency and Conservation Block Grant Program (EECBG). Through this program, GEFA will receive $21,630,700, of which over 60 percent has been allocated to cities and counties not eligible for direct funding through USDOE. The purpose of the EECBG program is to reduce fossil fuel emissions, decrease total energy consumption, improve energy efficiency, spur economic growth, and create and/or retain jobs.

EECBG funds will be allocated for three main programs: competitive grants to local governments, utility on-bill financing, and the Georgia Cities Foundation Green Communities Fund. For more information on all three programs, please click here.


EECBG Competitive Funding Opportunity for Local Governments:


GEFA will make $13,300,000 available in grants to local governments through the EECBG program. Eligibility is restricted to cities with populations less than 35,000 and counties with populations less than 200,000.


Application Deadline

The application deadline has passed. Applications are no longer being accepted. 

Grant Recipients

GEFA will announce sub-recipients by the end of March or early April. The list of sub-recipients will be published here and announced through our list-serve.

Utility Financing Program for Residential Energy Efficiency Improvements

GEFA will make $5,000,000 available in grants to gas and electric utilities through the EECBG program. Grant funds may be used to establish or expand on-bill loan, on-bill tariff, or interest-rate buy-down programs for residential energy efficiency improvements.
