Georgia Clean Energy Property Rebate Program

As a result of the American Recovery and Reinvestment Act of 2009 (ARRA), the state of Georgia is receiving $82,495,000 in economic stimulus funds for its State Energy Program (SEP). This funding has been allocated to the Division of Energy Resources of the Georgia Environmental Facilities Authority (GEFA) to encourage the adoption of renewable energy and energy efficiency in Georgia. Of the total amount of SEP funding available, GEFA has allocated $4,495,000 to create the Clean Energy Property Rebate Program.

How to Apply:

  1. Click on the program guidelines in the left column of the table below to download and review the guidelines and application instructions for the program.
  2. Review the supplemental information at the bottom of this page. Awardees may be subject to certain reporting requirements and other terms and conditions that can be found in this section.
  3. After reviewing the guidelines and supplemental information, prepare your application materials. You will not be able to save a partially completed application and return to it later, so GEFA highly encourages you to have all of the necessary responses prepared before completing the online application form. 
  4. Click on the appropriate online application form in the right column of the table below to complete and submit your application. Each online application form is unique to the technology being installed, so please be sure to select the correct application form.

**IMPORTANT** Funding for this program is available on a first-come, first-served basis. As of October 20, 2009, GEFA has received applications for funding in excess of the $4,495,000 available for this program. While any new applications received after this date will be added to the waiting list, it is unlikely that new applications will be funded. Applicants may still be eligible to apply for the Clean Energy Property Tax Credit.

  • Qualifying Products - Please review the program guidelines for more information about how these products may qualify for the Clean Energy Property Rebate:

- Please download the Energy Savings Modeling and Inspection Guidance for information on requirements for the Energy Efficient Lighting and the Energy Efficient Building projects.

- ENERGY STAR Qualified Geothermal Heat Pump Systems.

- Collectors or Systems that have met the following certification standard(s) are eligible for the rebate:

  • Florida Solar Energy Center GP-5-80 (Collectors)
  • Florida Solar Energy Center GP-7-80 (System)
  • Solar Rating Certification Corporation OG-300 (Systems)
  • Solar Rating Certification Corporation OG-400 (Pool Heating Systems)

  • State Energy Program - Special Terms and Conditions: All sub-recipients of SEP funding, including recipients of Clean Energy Property Rebates, are required to follow the terms and conditions of the U.S. Department of Energy. Please note that all terms and conditions in this document may not apply to all types of projects. In addition, GEFA may require additional terms and conditions that are not included in this document. Terms and conditions specific to each project will be agreed upon by GEFA and the sub-recipient in writing before work begins on the grant project.
  • State Energy Program - Reporting Requirements: GEFA is required to submit reports to the U.S. Department of Energy according to the schedule and instructions provided in this document. Many of the reporting requirements in this document will also be required of the sub-recipients. Reporting requirements specific to each project will be agreed upon by GEFA and the sub-recipient in writing before work begins on the grant project.
