As a result of the American Recovery and Reinvestment Act (ARRA), GEFA received funding for the State Energy Program (SEP); the Weatherization Assistance Program (WAP); the Energy Efficiency and Conservation Block Grant Program (EECBG); and the Energy Efficient Appliance Rebate Program.

Under the 2009 State Energy Program (SEP), GEFA encourages energy efficiency and renewable energy in Georgia through funding opportunities for state agencies, local governments and private-sector entities. As a result of the ARRA, the state of Georgia received $82,495,000 in economic stimulus funds for the State Energy Program (SEP). |

Weatherization Assistance Program |

| Eligible Activities, Entities and GEFA's vision |
The Weatherization Assistance Program (WAP) provides free energy conservation measures to income-eligible households. The WAP is administered according to Department of Energy (DOE) guidelines and operates in all of Georgia’s 159 counties.
Families whose annual income is 200 percent above the federal poverty level are eligible for weatherization assistance. For example, a family of four with an annual income of $44,100 is eligible.
The ARRA provided a significant increase in funding for weatherization services, which are offered throughout the state of Georgia by local providers. The providers include local community action agencies, city and county government entities, as well as other nonprofit agencies.

Energy Efficiency and Conservation Block Grant |

$45,556,900 for large communities directly from the DOE.
GEFA received $21,630,700 for small communities from the DOE. Sixty percent of those funds were allocated to cities and counties not eligible for direct funding through the DOE. |
| Eligible Activities, Entities and GEFA's vision |
The purposes of the Energy Efficiency and Conservation Block Grant (EECBG) Program are to reduce fossil fuel emissions; decrease total energy consumption; improve energy efficiency in the transportation, building and other energy consuming sectors; spur economic growth; and create and/or retain jobs. Eligibility is restricted to cities and counties. Select cities and counties with populations above 35,000 and 200,000, respectively, were allocated funding directly from the DOE. Cities and counties not receiving direct allocations from the DOE are eligible to apply to GEFA for funding through EECBG.

GEFA awarded $5 million in grant funds to Oglethorpe Power, Electric Cities of Georgia and the Municipal Gas Authority of Georgia for on-bill financing programs to help homeowners implement energy-efficient updates to their homes.
GEFA awarded $2 million to the Georgia Cities Foundation to expand its current revolving loan program by establishing the Green Communities Fund (GCF2), which included funds for energy efficiency improvements. |

Energy Efficient Appliance Rebates |

The goal of the program is to save energy and stimulate the economy by encouraging consumers to replace old appliances with new ENERGY STAR qualified models. |
| Current Status |
The ENERGY STAR Appliance Rebate program launched on February 12, 2010 and will run until funds are exhausted. This is a first-come-first-served program. Approved applicants will receive a VISA Prepaid Card via mail.
Program Guidelines: Applicants must be a Georgia resident, 18 years or older. This is a residential rebate program. Rebates are not available for landlords purchasing appliances for rental property. Limit one rebate per product per address; maximum rebate total per household not to exceed $1,200. Purchases must be made on or after February 12, 2010 from a Georgia retailer to qualify. No online or out-of-state purchases will be accepted.
How to Apply:
1. Check the availability of funds at www.GeorgiaRebate.com or call 1-866-296-1633.
2. Buy a new ENERGY STAR qualified appliance to replace an existing appliance from a Georgia retailer.
3. Arrange to remove and recycle the old appliance. Retailers can provide assistance with removal and recycling.
4. Immediately after purchase, apply for a rebate online at www.GeorgiaRebate.com. You will need the receipt from your purchase to complete the application. Print the application confirmation page and mail it with the sales receipt within 30 days of your online application. Phone applicants will receive the application confirmation page in the mail and then mail it with the sales receipt within 30 days of the phoned application. For faster rebate processing, the online application is recommended.
