The mission of the FST (Fuel Storage Tank) Division is to provide a cleaner and healthier environment for all Georgians through exemplary management and monitoring of FSTs. The Division was established in 1995 in response to federal construction and maintenance standards for FSTs. Its responsibility encompasses USTs (Underground Storage Tanks) and ASTs (Aboveground Storage Tanks) used to provide vehicle fueling, heating oil, and/or emergency generator support at state-owned facilities. Since 1995 the FST Division has upgraded or remediated 2,136 contaminated sites; removed more than 1,600 fuel storage tanks on state properties; and reduced by 90% the original levy of fines from the EPA (Environmental Protection Agency) due to violations occurring prior to 1995.
In June of 2004, the Division’s role was expanded by Executive Order to include oversight of the operation and maintenance of all state owned fuel storage tanks, both underground and aboveground. Today, the FST Division serves as the centralized management and monitoring office for all of the State agencies and institutions throughout Georgia owning USTs and ASTs. Currently, this includes approximately 676 USTs and ASTs at 283 different locations throughout the State.
Funding to install, remove, upgrade, and conduct environmental clean-up work associated with state-owned fuel storage tanks is provided through General Obligation Bonds and Georgia Department of Transportation Motor Vehicle Fuel Taxes. A fee program based upon tank ownership/use provides funds that pay for the annual preventative maintenance and repairs of these tanks. GEFA manages project work and annual maintenance inspections through contracts awarded via competitive bid to the private sector.
